CHAPTER 1 GENERAL PROVISIONS

1. The purpose of these Regulations is to set forth the matters necessary for operations in relation to the Test of Proficiency in Korean (hereinafter referred to as “TOPIK (exam)”) to measure and assess the proficiency of overseas Koreans, foreigners, etc. in the Korean language, thereby ensuring fair evaluation and smooth administration.

CHAPTER 2 CONTENTS OF TOPIK EXAM

1. ① Test levels are divided into TOPIKⅠand TOPIK.
2. ② Test-takers in Korea may cancel their registration by 1 p.m. the day before the scheduled exam.
3.  Specific details concerning cancellation and refunds may be determined by the President of the NIIED.
4. ③ TOPIKⅡcorresponds to the intermediate and advanced levels and is composed of 50 listening questions, 4 writing questions, and 50 reading comprehension questions. The total duration of the exam is 180 minutes with the listening, writing, and reading tests lasting 60, 50, and 70 minutes, respectively.
5. ④ The number of questions for each section and test duration may be changed by the TOPIK Committee, provided that in case of such modifications, they will be announced on the official TOPIK website (hereinafter referred to as the “website”) before the registration period for the revised exam.

1. ① The passing grade is determined based on the total score, which is the sum of the scores from all sections of the exam.
2. ② The pass/fail criteria in relation to Paragraph 1 are shown in attached Table 1.

CHAPTER 3 ADMINISTRATION OF TOPIK EXAM 

1. ① The TOPIK exam is administered six times a year, provided that the frequency may be changed for regions outside Korea.
2. ② The plans to administer the TOPIK exam, including the exam schedule, will be announced in advance on the website.

1. Anyone who wishes to have his/her proficiency in Korean evaluated may register for the exam, provided that those who have violated the relevant rules will be restricted from taking the exam pursuant to Article 13 of these Regulations.

1. ①Those who wish to take the TOPIK exam in Korea must register on the website and agree to the Terms and Conditions of Use (of the website), Privacy Policy, etc.
2. ②In case an applicant who has registered to take the exam in Korea wants to switch to a different test center, he/she may be permitted to do so if the test center in question has room for an additional test-taker.
3. ③Those who wish to take the TOPIK exam outside Korea must register according to the registration method prescribed by the official TOPIK administering agency in their respective countries.
4. ④Applicants must upload/submit a standard ID photo that meets the requirements at the time of registration.

1. ① Applicants must pay the prescribed registration fee according to the test level they have chosen.
2. ② Specific details concerning the registration fee, payment method, etc. may be determined by the President of the National Institute for International Education (NIIED).

1. ①The registration fee will not be refunded if the applicant does not take the test without cancellation.
2. ②Test-takers in Korea may cancel their registration by 1 p.m. the day before the schedule exam. Specific details concerning cancellation and refunds may be determined by the President of the NIIED.
3. ③Test-takers abroad must follow the refund policy of their local TOPIK administering agency.

1. ①Test-takers in Korea must bring an ID card specified by the President of the NIIED on the day of the exam. Otherwise, they will not be allowed to take the exam.
2. ②Test-takers abroad must follow the ID card policy prescribed by the official TOPIK administering agency in their respective countries, provided that the ID card must include a photograph, the person’s name in English, and date of birth.

1. ①Test-takers should enter the designated exam room by the designated time. No one will be allowed to enter the exam room past the designated start time. However, under special circumstances, such as a natural disaster, the entry time may be changed at the discretion of the supervising agency.
2. ②Test-takers cannot leave the exam room after the start of the exam, provided that in case of leaving in the middle of the exam for an unavoidable reason, the test-taker concerned must sign the “Dropout Agreement” and his/her score will be nullified.

1. ①Test-takers will be informed of their exam scores via the website on the scheduled announcement date.
2. ②In the event that the score announcement date is changed, test-takers will be notified via a notice posted on the website.
3. ③ Exam scores are valid for two years from the date of announcement.

1. Score reports are issued via the website and are not sent by mail, fax, email, etc. However, in the case of overseas test-takers, one copy of the score report for each test-taker may be sent to the TOPIK administering agency to be distributed to the test-takers if such has been requested by the administering agency.

1. ①The following actions will be treated as violations, in which case the exam score of the individual who committed the vision will be nullified and/or the individual will be restricted from taking the exam in the future:
   1. 1.Violations resulting in nullification of the exam score:
      1. A.Not complying with the invigilator’s request to check the identity and personal effects;
      2. B.Continuing to write or fill out the answer beyond the time limit for the section in question;
      3. C.Looking or attempting to look at another text-taker’s answer sheet;
      4. D.Handing in an electronic or communication device that causes noise or starts operating in the middle of the exam;
   2. 2.Violations resulting in nullification of the exam score and restrictions from taking the exam for two years:
      1. A.Not complying with legitimate instructions from the invigilator that are necessary to administer the exam in a fair manner;
      2. B.Engaging in an act that causes a serious disruption in the administration or progress of the exam;
      3. C.Having or using an electronic or communication device during the exam;
      4. D.Looking or attempting to look at an object wrongfully brought into the exam room;
      5. E.Exchanging notes or answers with another test-taker or exchanging signals in the form of hand gestures, sounds, etc.;
      6. F.Coercing others to share correct answers;
      7. G.Engaging in any acts related to leakage and/or distribution of exam questions;
      8. H.Taking the exam by forging or altering one’s ID card or various other documents;
      9. I.Forging or altering a TOPIK score report for illegitimate uses;
   3. 3.Violations resulting in nullification of the exam score and restrictions from taking the exam for four years:
      1. A. Hiring someone to take the exam on one’s behalf or taking the exam on behalf of someone.
2. ②Nullification of exam scores of violators are confirmed by the Scoring Committee.
3. ③ Even in the case of test-takers who have already received their exam scores may have their exam scores nullified and cancelled for the exam in which they committed a violation and all the subsequent exams they have taken if a violation is discovered in an investigation process. The restrictions and follow-up measures applied will be in accordance with Paragraph 1.
4. ④ Specific details concerning handling of violations may be determined by the President of the NIIED. .

1. ① A person facing difficulty in taking the TOPIK exam due to a physical or intellectual disability may request assistance after providing proof of their disability status, etc.
2. ② Specific details concerning the ways to provide proof of one’s disability status and the type of assistance provided may be determined by the President of the NIIED.
3. ③ The type of assistance provided to persons with disabilities taking the TOPIK exam outside Korea may be determined by the local administering agency.

CHAPTER 4 MANAGEMENT OF TOPIK

1. A committee may be established to deliberate and advise on key matters related to the exam. The specifics concerning the committee should be in accordance with the TOPIK Committee Regulations.

1. ① There should be examiners responsible for creating exam questions and scoring exams.
2. ② Examiners shall be appointed from among those with extensive knowledge and experience related to TOPIK by the President of the NIIED.

1. Data related to TOPIK exams are kept confidential, in principle, in accordance with Article 9 (1) of the Official Information Disclosure Act, provided that this does not apply to the data and information made available on the website.

CHAPTER 5 SUPPLEMENTARY PROVISIONS

1. External entities participating in advising on, creating, scoring, administering, etc. TOPIK exams may be paid allowances within the scope of the budget.

1. The following guidelines pertaining to the operations related to TOPIK and other details aside from the matters prescribed in these Regulations may be determined by the President of the NIIED:
   1. 1.Guidelines on the TOPIK Registration Fee;
   2. 2.Guidelines on Identification for TOPIK;
   3. 3.Guidelines on Handling of Violations;
   4. 4.Guidelines on Assistance to Persons with Disabilities;
   5. 5.Matters requiring attention from test-takers.

1. Article 1 (Enforcement Date) These Regulations shall take effect on the date it is issued.
2. Article 2 (Transitional Measures) The matters according to the internal regulations of the TOPIK Center established prior to the enforcement of these Regulations shall be deemed to be in accordance with these Regulations, provided that the internal regulations of the TOPIK Center shall be observed from TOPIK exams, for which registration began prior to the enforcement of these Regulations.
